The Senate building on Islam Karimov Street (formerly Uzbekistan Street) was constructed in the early 1970s for the Regional and City Committees of the Communist Party of Uzbekistan.

Architects: Ye. Vidyakin and A. Fainleib; engineer: E. Lenneshmidt.

Originally the building had a brutalist minimalist appearance: only glass and concrete. The windows were slightly recessed into niches, and the only decorative elements were black panels beneath them. There were two separate entrances with minimal decoration — one each for the regional and city committees. Behind the main block is a conference-hall wing decorated with a sun-shading concrete lattice (panjara).

In the years of independence, the Ministry of Foreign Affairs moved in, and the building was reconstructed: the façade was clad in black glass with thin white vertical seams, and both entrances received large canopies.

In December 2021 the Senate took up residence here. For this purpose the building was completely remodelled once again — it became pompous, and almost nothing remained of the original appearance.
